A 10-year-old Australian girl has reportedly been killed in a two-vehicle crash in
the United States.

The New York Post has reported the girl was thrown from a van when a car smashed into
it, and was pinned underneath.

She died at the scene.

The report says another six people have been injured, although not seriously.

Australian consular staff say they're trying to confirm US media reports of the collision,
which allegedly occurred in New York City.

NSW: Former "tough cop" Rogerson back in jail, for lying

SYDNEY, Feb 18 AAP - Roger Rogerson hasn't always played by the rules, but lying to
the police watchdog today earned the notorious former NSW detective another two and a
half years in jail.

The 64-year-old was sentenced after pleading guilty in Downing Centre District Court
to one count of giving false evidence to the Police Integrity Commission (PIC) in May
1999.

His wife, Anne Melocco, is serving two years' periodic detention for the same offence.

They were charged after falsely claiming to know nothing about bribes allegedly received
by Liverpool City Council's purchasing manager, Sam Masri, from contractors tendering
for council work.

Judge Peter Berman said lying to the PIC was a serious crime that undermined its ability
to weed out corruption.

Rogerson had time to consider his actions before deciding to lie, he said.

"This was not some spur of the-moment decision which he immediately regretted," Judge
Berman said.

"It seems that the offender was upset at being called to give evidence and had no respect
for the way the commission operated.

"That, plus the desire not to get Mr Masri into trouble, appears to have been what
motivated the offender's lying."

The judge said Rogerson "has at times acted in a way which suggests he does not accept
that he is obliged to play by the rules".

It's the ex-cop's second stint in prison, having served three years in the early 1990s
for conspiring to pervert the course of justice.

Since then he has earned a living partly as an entertainer, recounting police exploits
on stage with Mark "Chopper" Read and ex-Aussie Rules footballer, Mark "Jacko" Jackson.

Judge Berman said Rogerson "passes on the message that things were better in the olden
days, when police officers were not hamstrung by the need to act strictly in accordance
with their lawful obligations".

Rogerson faced up to five years' jail but the judge considered his guilty plea and
evidence of good character when jailing him for a maximum two and a half years.

Rogerson's sentence was also reduced because of the three-year delay in charging him
and the extra hardship he would suffer under protection in jail.

Although there was evidence Rogerson was remorseful only because he was caught and
faced punishment "he realises lying to the PIC was simply the wrong thing to do", Judge
Berman said.

He said Rogerson served with distinction before he was dismissed from the police force
in 1984 and "there is much about Mr Rogerson's life about which he is entitled to be proud".

"I'm satisfied that the offender does have good prospects for rehabilitation," he said.

Judge Berman ordered Rogerson to serve at least a year behind bars, becoming eligible
for parole on February 17, 2006.

Rogerson hugged Melocco outside the court before learning his fate.

She refused to comment after her husband was jailed.

His lawyer, Paul Kenny, said jail would be tough on Rogerson, who suffered a suspected
stroke and was hospitalised with severe depression last year.

"Roger used to be a tough guy - these days he's just a broken down old man," Mr Kenny said.

"He's a hard man completely broken by the system."

Mr Kenny would not say whether the sentence would be appealed.

"As soon as Mr and Mrs Rogerson have served their sentences they just want to pack
up and leave NSW," he said.

ADELAIDE, April 12 AAP - Car maker Holden has bounced back from a slide in domestic
sales and a collapse in exports sparked by the global financial crisis to post a $112
million after-tax profit for 2010.

The surge into the black came after losses totalling $579 million since 2005, including
the $211 million plunge into the red in 2009.

Chief financial officer Mark Bernhard said the return to profit followed several years
of challenging global economic conditions that affected the company's sales and overall
financial performance.

"The economic climate experienced during 2008 and 2009 required us to improve our structural
cost base and business model to ensure the long-term profitability of our domestic business,"

Mr Bernhard said.

"The measures we took to restructure our organisation and reduce costs during this
period saw us emerge as a leaner, more flexible automotive manufacturer."

At the height of its problems Holden axed the second shift at its Adelaide assembly
plant, putting most of its manufacturing staff on reduced hours.

It also closed its four-cylinder engine plant in Melbourne.

But it successfully restructured its operations, developing a strategy to boost production
in South Australia by adding the four-cylinder Cruze to the line-up of vehicles built
at the Elizabeth factory.

The second shift has since resumed and Holden has also signed new export deals, including
some to ship cars to the US.

In 2010, Holden's domestic sales were up 11 per cent to 132,923 vehicles while vehicle
exports rose 13 per cent and engine exports 25 per cent.

Holden's manufacturing operations delivered a consolidated revenue last year of $4.4
billion, up from $3.8 billion the previous year.

The company also invested $179 million in research and development, including work
to engineer the Cruze for local production.

Mr Bernhard said the investment to produce a small car alongside the Commodore range
in Adelaide formed an important part of Holden's long-term strategy.

"We are pleased to announce a return to profitability and to achieve our goal of putting
Holden back in the black in 2010," he said.

"But sustained business performance and our ability to meet the needs of the Australian
market, is critical for Holden's long-term viability."

Federal Industry Minister Kim Carr said Holden's return to profitability was testament
to the resilience and creativity of the Australian automotive industry.

Senator Carr said it was also a resounding vindication of the government's support
for the auto sector.

"The fact that there are excellent prospects for further export growth at a time of
a strong Australian dollar further underscores our faith in the company and the industry,"

he said.

"This result is in no small way due to the efforts of GM Holden chairman and managing
director Mike Devereux and his staff and workers.

"I want to particularly acknowledge the sacrifices that have been made by Holden workers
during the hard times of the global downturn."

SYDNEY, Dec 23 AAP - Householders could be forced to pay for chucking food in their
garbage, a new report says.

The so-called "scrap tax" is designed to encourage more recycling.

The proposals are being considered by the NSW government, News Ltd reported on Thursday.

But major problems have been identified.

Under the plans, all food would either be banned from bins or people would be forced
to pay to throw it out, after a review found one-third of household waste was food that
could be composted.

Although householders currently pay a levy in their council rates for garbage collection
it was found to have "no effect" on recycling rates.

The NSW Waste Strategy and Policy Steering Committee Review said a cost-neutral scheme
could be considered, with council rates increased for food waste and reduced for items
which are not so easily recycled.

However the review admitted the scrap tax would be difficult to enforce, could be rorted
and would result in much bigger bills.

It's suggested the introduction of lockable bins could be one way of preventing neighbours
filling up each other's bins in the dead of night.

Wong Kwong Yu to Buy Shares Offered by Gome

SHANGHAI, Aug 16, 2010 (SinoCast Daily Business Beat via COMTEX) -- Wong Kwong Yu, the former magnate in the Chinese home appliance retailing market, is in urgent need of capitals. While the Wong family is fighting a war of words with the management team of Gome Electrical Appliances Holding Ltd. (SEHK: 0493) headed by Chen Xiao, their struggle still focuses on the controlling right of the company.

Gome is planning to dilute the stake Wong holds in the company as majority shareholder through an additional offering of 20% more shares so that the management team will have more say in the upcoming shareholder meeting, according to a person in the know.

Formerly, the annual shareholder meeting granted the board of Gome the right for the additional offering. On August 4, 2010, Wong sent a letter to Gome, asking the company to hold a temporary shareholder meeting to cancel the authorization and recall Chen Xiao and another executive director.

Although the board opposes the requirement of Wong, it must express its attitude whether to hold a temporary shareholder meeting within 21 days. To veto the proposal of Wong, the board need to have 50% voting right.

The 20% more shares to be offered by Gome include 10% to be taken over by Bain Capital. The former is looking for one or several institutional investors for the remaining 10%.

Currently, Gome has 15 billion share capitals, which will reach 18 billion after the enlargement. The company's annual report for 2009 shows that Wong holds 5.1 billion shares through Shinning Crown Holdings Inc., Shine Group Limited, Smart Captain Holdings Limited and an asset management company.

If the Wong family does not participate in the additional offering, their stake will be diluted to 28%. Meanwhile, after Bain Capital fully subscribes the 10% additional shares, the stake held by the investor and Chen Xiao will total 25%, which the Wong family is unwilling to see.

The Wong family has been notified of the news for the additional offering and is financing capitals for subscription. Calculating by the average closing price of HKD 2.6 for Gome in recent 30 trading days, the company will finance HKD 7.8 billion through the additional offering. If the Wong family does not want their stake being diluted, they need to spend HKD 2.34 billion buying shares.

Hence, the Wong family is borrowing money from friends and financial institutions. The interest rate of their short-term loans even hit double figures, citing a person close to the Wong family, saying that they have rich capitals, some of which have not been injected to Gome.

MELBOURNE, April 6 AAP - Runaway population growth will end the dream for many young
Australians of ever owning their own home, says federal Labor backbencher Kelvin Thomson.

Mr Thomson has defied his party by saying Australia's population should be capped at
26 million, disagreeing with his government's projection of 36 million by 2050.

Representing the inner Melbourne electorate of Wills, which is made up of 30 per cent
immigrants, Mr Thomson believes Australia's annual intake of migrants should be cut to
70,000.

Under the Rudd government, migration has jumped to around 300,000 a year compared to
126,000 under the Howard government.

Mr Thomson said tackling population growth was necessary to stop the dreams of owning
your own from fading away.

"Rising house prices and rising interest rates are leading to falling housing affordability
and make it impossible for young Australians to own a home of their own," he told reporters.

He said the appointment of Tony Bourke as minister for population was a step in the
right direction.

"I believe Australia needs to have a population policy ... but we still have quite
a distance to go," he said.

"We need to take steps to stabilise our population."

He said the Rudd government should abolish the baby bonus, which costs around $1.4
billion annually, and put that money to educating and training young Australians and equipping
them with skills.

"The government has not been supporting university places, apprenticeships and TAFEs
in the way it needs to for over a decade now," he said.

"We've had these things flatlining and we need to put greater investment into these areas."

In an address to federal parliament last August, Mr Thomson outlined a 14-point plan
for population reform which called for an end to the open door policy which allows New
Zealanders to move here.

In the speech he said the open-ended uncapped program made it impossible for Australia
or New Zealand to implement a population policy.

He also called for a cut in the skilled migration program, sending overseas students
home for two years for a cooling-off period before being eligible for permanent residence
and increasing Australia's foreign aid.

NT: Two drink drivers nabbed in Alice six times over limit

DARWIN, Aug 24 AAP - Two people have allegedly been caught driving at more than six
times the legal limit in Alice Springs.

A 42-year-old man was stopped in Head Street for a random breath test shortly before
9.30pm on Saturday, police said.

Officers from the members of Southern Traffic Operations allegedly found the man had
a blood alcohol level of 0.319 per cent.

The back seat of the man's Holden Commodore was also not bolted into the vehicle but
was held in place by wires, said Sergeant Conan Robertson.

The man has been charged with high range drink-driving, driving while disqualified
and driving an unsafe motor vehicle.

"This is a clear example of a random breath test saving lives," Sgt Robertson said.

"It was only a matter of time before something horrific was going to happen considering
the intoxication of the driver and the dangerous condition of the vehicle.

"It is this kind of behaviour that puts all road users at risk."

In separate incident, a 39-year-old woman was pulled over on Gap Road about 11pm (CST)
on Saturday night.

She had allegedly driven across the centre line and into the path of on-coming traffic
before veering back into the correct lane.

Police said the woman was found to be driving with a blood alcohol level of 0.296 per
cent. She was also a disqualified driver.

The woman has been charged with high range drink-driving and disqualified driving.

Both drivers will appear in the Alice Springs Magistrates Court on Monday, police said.

CANBERRA, April 15 AAP - Family First senator Steve Fielding has suggested he won't
support an extension of the alcopops tax beyond 12 months without changes to alcohol advertising
laws.

Senator Fielding said he would maintain the position that saw the increased excise
on pre-mixed alcoholic drinks, which has raised $365 million since April 2008, defeated
in the Senate last month.

"They're still trying to hide behind the alcopops tax as a binge drinking measure,
it is not a binge drinking measure ... it is a revenue raiser and it will not address
binge drinking, this is the issue," Senator Fielding told reporters on Wednesday.

"The government doesn't want to tackle the hard issues of looking at alcohol advertising
and breaking the link between alcohol advertising and sport, this is still on the table."

Earlier on Wednesday, the government said it would introduce fresh legislation to resurrect
its alcopops tax hike, and would legislate to validate the revenue collected up until
last month's Senate defeat.

Senator Fielding will support the bill to validate the revenue already collected.

But he says he will not support the other bill to validate the continuation of the increased tax.

He wants the government to restrict alcohol advertising during sports programs, a request
the government rejected last month.

Vulnerable children are being put at even greater risk of harm because of a lack of
early intervention and protection services.

Despite a surge in the number of reported child abuse and neglect cases .. an Australian
Institute of Family Studies review's found many aren't being followed up.

The research shows .. more than 150 cases of child abuse and neglect are reported to
authorities each day .. but less than one in five are substantiated.

Researcher Dr DARYL HIGGINS says there's a serious lack of resources for prevention
and treatment services .. meaning families with high-level needs aren't getting help.

Dr HIGGINS says the lack of follow-up services is having an adverse impact on children
who came in contact with the system.

Mr Leveson was last seen by his brother Peter at the popular gay club ARQ on September
23, when he left the inner-Sydney nightspot with Atkins, with whom he was living at the
time.

Atkins later told police he had seen him the next day in Cronulla.

But Mr Leveson was only reported missing when he did not turn up to work at a Hurstville
call centre on September 25.

Two days later, police found Mr Leveson's empty Toyota Seca at Waratah Oval in Sutherland,
just a short distance from his home.

According to police documents tendered in court today, Atkins has been charged with
murdering Mr Leveson sometime on September 23.

It was an emotional Leveson family who fronted the media outside Sutherland Local Court
today, with mother Faye, and Matthew's brothers Peter and Jason, fighting back tears as
Mark Leveson spoke to reporters.

Mr Leveson said he was happy the process of prosecuting Matthew's alleged killer was
now underway, and the family were now concerned with finding his son's body.

"It's been a frustrating process, the whole time, with delays, that these things unfortunately
do take time," he said.

"We ourselves have spent weekends going through the sandhills at Kurnell, looking through
the national park, just in a failed attempt that we might find some news ourselves - but
of course to no avail."

"If the accused person is guilty, then of course they would know (the location of Matthew's
body)."

Friends and family have set up pages on social networking sites Facebook and Myspace
in an effort to locate Mr Leveson's body.

Maj-Gen Jeffery said advanced infrastructure was critically important to raising long-term

He said Infrastructure Australia would be established to improve planning and coordination
of Australian transport, water and energy infrastructure.

The government would also work with the private sector to build a high-speed national
broadband network, the critical infrastructure platform of the 21st century.

The governor-general said the government intended to foster a culture of innovation
through strengthening investment in creativity and knowledge generation, establishing
the Enterprise Connect Network.

"The office of the chief scientists will once again become a full-time position," he said.

"There are a whole lot of competitors at Warwick, but whether it will affect them coming
home, I'm not too sure at present."

The flu outbreak had not immediately impacted on any training or preparations for the
Beijing Olympics, but Mr Roycroft said it was unclear how the crisis would affect a major
three-day qualifying event at the Horsley Park Olympic competition site in Sydney next
month, or at a four-star event in Adelaide in November.

"We are looking at the next major event at Horsley Park as one of our qualifying events
for the Olympics," Mr Roycroft said.

"I would hope the authorities will have things organised and cleaned up by then.

"The Adelaide event is the only four-star competition event in the southern hemisphere
and also is a very important event for our qualifying."

Mr Roycroft said Australia had previously enjoyed its status as one of the cleanest
countries with some of the toughest quarantine measures in the world.

But he said it was doubtful the government's Australian Quarantine and Inspection Service
(AQIS) could successfully trace the source of the virus.

"If (the virus) spreads further, you would have to assume we are no longer free of
the equine flu virus," he said.

"The authorities are doing exactly the right things at the moment but they will need
to narrow down how the breach occurred.

"It may be that they can only guess how or where it started."

BRISBANE, April 11 AAP - Former RAAF maintenance workers will today file a class action
against the federal government in their battle for compensation over health problems resulting
from work on the F-111.

An inquiry six years ago heard former RAAF members who used toxic chemicals to repair
the fuel tanks of the strike-fighters suffered a range of health complaints from cancer
to blackouts and breathing problems.

The federal government has already paid out more than $20 million but has rejected
many claims for lump sum payments because of what it says is a lack of scientific evidence
linking chemical exposure to health problems.

The maintenance program, known as deseal-reseal, was conducted at the RAAF base at
Amberley in Queensland between 1975 and 2000.

Today's claim follows a similar one lodged in the Supreme Court in December.

It is expected up to 600 former workers in south-east Queensland could join the action.

More than one thousand protesters have marched on the US Consulate in Sydney .. to
mark the five-year anniversary of the arrest of Australian terror suspect DAVID HICKS.

The rally began at Sydney's Town Hall with some protesters wearing orange prison jumpsuits
to resemble the treatment HICKS has endured at the US detention centre in Guantanamo Bay.

Human rights groups .. cultural organisations and politicians from New South Wales
joined the rally to protest issues ranging from DAVID HICKS' imprisonment to the federal
government's new IR laws.

Greens Senator KERRY NETTLE has called on the prime minister to personally take action
and get HICKS home before Christmas.

Australian MAMDOUH HABIB .. who was released from Guantanamo Bay in January 2005 without
charge .. also spoke to the crowd .. wearing a t-shirt saying `Prisoner Exchange Program
.. Imprison Howard .. Free Hicks'.

Mr HABIB says the PM doesn't want to bring back HICKS because he's a good witness against
the crime of the government overseas.

ANDREW FERGUSON from the Construction Forestry Mining and Energy Union criticised the
HOWARD government .. drawing connections to HICKS' imprisonment and the onset of WorkChoices.

He says they're fundamental issues of democratic rights.

Following the rally at Town Hall .. protesters marched up George Street to rally outside
the US Consulate in Sydney's Martin Place.

HICKS was arrested in Afghanistan in 2001 and later pleaded not guilty to charges of
conspiracy .. attempted murder and aiding the enemy.

But following a US Supreme Court ruling in June .. declaring illegal the military tribunals
set up to try HICKS and other Guantanamo Bay inmates .. those charges were dropped.

The Alaska Volcano Observatory's popular Web site lets the public track Augustine's activity, from live earthquake data to hourly updates on the blasts of ash and rocky pyroclastic flows that have rumbled down the snowy volcano since it began erupting in mid-January.

"When I wake up, I turn it on and keep track of Augustine through the night," said Evans, a 43-year-old health practitioner in the south-central Alaska community.

With a network that includes seismic stations, cameras and Global Positioning System receivers, Augustine is the most heavily instrumented volcano in the state. In the last decade, scientists have concentrated equipment on the uninhabited island because it is a short flight from Anchorage and the Kenai Peninsula and has less vegetation, ice and snow than other nearby volcanos in the Alaska Range.

Because of the Web site, residents of remote Alaska communities like Nanwalek can make better decisions about whether to shut down schools, carry dust masks to church or take the time to cover heating vents with pantyhose to filter volcanic ash.

"We can go online and see the wind direction and see when ash is going to fall," Evans said. "Before, it just happened, now there's more preparation."

The Web site provides information Evans did not have during a major eruption 20 years ago, when a dark cloud filled with ash and spiked with lightning headed across Cook Inlet toward Nanwalek, a 200-person village only reachable by plane or boat.

"We just went home and watched it through our window," Evans said. "Information we just got through TV and radio."

Augustine dusted small communities in south-central Alaska with extremely light ashfall during two series of eruptions in January. Alaska Airlines, the state's largest carrier, grounded dozens of flights during one day of ash explosions. The string of sporadic eruptions could go on for months, scientists said.

The wealth of data, combined with easy communication through the Internet, has allowed the public to glean more timely and useful information about Augustine's eruptions than those of any other volcano in the state's past.

"No erupting volcano in Alaska has ever been this closely monitored before," said Game McGimsey, a volcanologist with the U.S. Geological Survey.

The observatory's Web site has tallied about 158 million hits this year, said Seth Snedigar, an analyst programmer for the state Department of Geological and Geophysical Surveys.

Regularly updated Web camera images of the 4,134-foot volcano receive the most mouse clicks, he said. One camera sits on Augustine's eastern flank, while another records the volcano from the town of Homer, 75 miles northeast across Cook Inlet.

Observatory scientists also use the site as a public journal of the research trips they take to the island during lulls between explosions, as well as aerial photos of Augustine. Data collection also is safer for scientists now that volcanos have more instruments on site.

"The public can see almost everything we see," McGimsey said. "Even the seismic data is exactly what's posted in our operation room right now."

People can also e-mail their own observations or ask questions through the site. Hundreds have written from all 50 states and a host of foreign countries and scientists have replied to every missive. Many Alaskans have mailed ash samples to the observatory after following the site's step-by-step guide on ash collection.

Improvements in volcano monitoring have helped the Federal Aviation Administration and airlines make more accurate decisions on flying restrictions during a volcanic eruption.

"The FAA and folks having to make the call to delay flights can almost do it in real time," said FAA spokesman Allen Kenitzer.

The Keynote Mobile Commerce Index is designed to collect data representing a wide range of mobile users. Data is collected for each site emulating four different mobile devices over four wireless carrier networks at four US cities. The overall load time (seconds) and success rate (percent) are the aggregated results of each site. Retailers on the index, and any other retailer, can easily benchmark them-selves against competitors and make improvements to stay ahead of the pack, or compare their overall performance to the index average and ensure they are staying close to the industry average. XML: A technology that's really at your service.(Technology Information)

If you've read anything about the evolution of the Internet, you know that XML is the successor to HTML as the lingua franca of the Web. You know Microsoft supports XML in Internet Explorer 5.0. You may even know that XML can be used to provide data portability among applications.

But did you know XML might help you call your mom? Did you know it could define your virtual private networks (VPN)? Vendors are now saying you can use XML to do both these things.

XML replaces the idea of services being a part of big switches with the concept of a flexible set of service definitions that can be read by every device involved in creating and using a service. A service can be defined in an XML page that links to other XML pages in order to define features. Each feature XML page can define "behaviors" for each of the devices in the network that participate in creating or delivering that feature. The user, by modifying an access-to-service page, can define how a particular feature is requested or delivered.

The cooperative signaling that occurs in voice call forwarding or VPN server load balancing can also be defined in XML. The old, rigid Signaling System 7 approach is replaced by what we could call "SSX," a signaling system based on XML definitions. Each service message (including billing instructions) can be designed as an XML page and the structure definition stored where everyone who will need to read the signals can find it.

But for most of us, XML's greatest impact may be how it controls user-to-network relationships. With simple XML authoring tools now becoming widely available, users could change service profiles easily, deciding what code they want to dial for last-number-redial service or redefining just what kind of traffic is allowed onto a VPN.

Behaviors that affect a single user, such as how voice mail and e-mail relate to each other, could be created by users themselves or by service providers, developers and equipment vendors, with users picking the behaviors they like. Sound wild? Well, vendors are already offering this very thing.

The action started in the voice market. DTI, a provider of Class 5 switches, has announced call feature management using IP/Internet resources via what DTI calls Call Policy Markup Language (CPML). The company jokingly calls its approach "voice under IP" to reflect IP's role in feature delivery and coordination, rather than transportation.

Other vendors are giving chase. Newcomer ipVerse has announced an XML-based services architecture that would let service providers create custom features for users and also permit users to tune feature behavior to suit their business. Convergent Networks, a new-generation voice player, has announced that XML will provide some of the flexibility in its Service Enabling Architecture.

In the data VPN market, Abatis Networks announced an XML-based Service Definition Language to control how VPNs work. Features include control over customer access, quality of service and even the relationship between users and application service providers. LAN vendor Top Layer Networks announced it has adopted Manage.Com's XML-based problem management software. Cornice Communications, which plans to use XML as the basis for a far-reaching service brokerage architecture that would embrace data or voice, premises or service provider, is still being coy about product details, but it may have the most ambitious scheme of all.

But the XML story that users can apply most directly comes from Merlot Communications. Merlot offers the first voice-over-LAN architecture to be based on XML, via a definition it calls ServicePage. With this architecture, users can create custom LAN PBX features, control dial sequences used to trigger features and even link sites in a kind of cooperative Centrex. Merlot also says it will support service provider XML linkage and even sell its products through service providers as a kind of super-Centrex.

Of course, there are still issues to face. The use of common feature definitions doesn't guarantee interoperability; a standard service model is needed. Security must also be provided for the XML features. All these issues will surely be debated, and some of the benefits of XML-based services may be delayed. But at least debates about features make more sense than debates about convergence of technologies as an impetus to future network trends.

A features debate is exactly what XML will give us. By emphasizing service rather than technology, XML is forcing the market to focus on what service providers should have been focusing on all along.

But the umpires called a halt because of the weather, with the game just six balls short of a result. And Vettori admitted his side were unlucky considering danger men Brendon McCullum and Scott Styris were at the crease in a flourishing partnership of 48. Vettori said: "It's a game we would have won if we'd played all the overs or even got that 20th over, so there's a sense of disappointment - it's almost like a loss."

The spinner felt the umpires had a responsibility to hurry the game along when the weather was always going to be a threat. England appeared to make a substantial number of fielding changes between deliveries while theAa 30-minute period between innings was still maintained despite so much playing time being lost to the rain.

"It's just one of those common-sense solutions," Vettori said. "We bowled one allotment of 13 overs and one of 11, so it wasn't like we were tired or anything. It (the break) could have been reduced to ten minutes and we'd have gone straight back out there, especially with that knowledge of what weather was coming. If you can take the common-sense approach to most things, they normally get sorted.

"There were a lot of stoppages. Some were necessary, some were not. I've played for a long, long time and never been fined for a slow over-rate. If some people can do it, then I think you should push the case through."

In the past, consumers would make several stops at different, specialized stores to buy simple necessities, such as food, furniture, and auto parts. Now, in the days of shopping malls, department stores, and discount warehouses, consumers can save time, money, and gas by shopping at a single location for all their needs.

Similarly, businesses traditionally turned to specialized service providers for leased circuits for voice, data, and Internet service. Today, however, telephone companies are becoming network multiservice providers and offering businesses bulk-rate discounts when they integrate their voice, data, and Internet services.

Morgan Interactive, a San Francisco-based developer of interactive educational software products, is one of a growing number of businesses benefiting from the use of a multiservice provider. Through its cast of animated characters, including Morgan the Inquisitive Chimp, the company's software gives elementary schoolchildren entertaining educational lessons in which they can actively participate.

Morgan conducts business around the world, which results in large telephone bills. The company's communications facilities gradually evolved over three years, starting with voice lines from the local exchange carrier and an international discount calling plan, then adding a separate telephone line and a dial-up analog modem for data transfers.

As Morgan Interactive became more successful, its relationship with the Southeast Asian company that was massproducing its software intensified. Phone bills began to skyrocket, because of the increased frequency of telephone calls and the daily exchange of multi-megabyte files containing short movies in Macromedia Director format with associated animation, art, and programming code.

"When we are in full production, the average daily download is between 5 and 10 megabytes," says Jan Sager, director of operations at Morgan Interactive. "An average file is 450 kilobytes, and a large single download can run to 3.5 megabytes."

Realizing it needed a higher-speed and higher-bandwidth solution, the company contracted with its ILEC to connect a higher-speed, 56 Kbps ISDN line for its data transmissions. Unfortunately, the ISDN service did not provide enough bandwidth. Transferring large files still took hours, which meant high service bills.

AN INTEGRATED SOLUTION

The company decided that the best solution was a dedicated 1.55 Mbps T1 line for Internet connectivity -- but the cost would exceed its budget if the T1 were to be used solely for Internet. Morgan decided to combine its voice, data, and Internet services over the line to make it more affordable. The T1 line provided plenty of bandwidth for a mix of voice and Internet services without the company having to lease additional lines.

Morgan used T1 Integrator, an integrated-access device for the small-office environment from a startup company, Vina Technologies, Fremont, Calif. Vina's T1 Integrator performs the functions of a channel bank, IP/IPX router, multiplexer, and firewall in a single-box.

"It was the only product to bundle so much in one box," says Sager. "The device was half the cost of purchasing multiple products from multiple vendors to get integrated access. And since we are not large enough to have a dedicated information-services staff, the system's ease of installation and management was ideal for our office."

For the cost of one T1 circuit, Morgan receives 24 channels that are used for a combination of voice and data. The business eliminated its expensive ISDN line and reduced its use of analog lines for local calls, which lowered telephone bills.

Morgan configured the T1 Integrator with eight long-distance lines and a 128 Kbps Internet-access line. Based on current rates for local analog voice and Internet access circuits, Sager estimates a monthly savings of 10% to 60% over previous costs (depending on the services used), resulting in a full payback on the company's hardware investment in less than one year.

"We also like the ease of flexibility and scalability," Sager says. "Our service provider has already conducted several software upgrades remotely, and the process was painless."

Through remote Simplified Network Management Protocol (SNMP), Morgan's service provider is able to remotely change circuit allocation or add circuits as the company's requirements change.

Scalable built-in features can be turned on or off depending on the needs of the network. With an optional firewall, Morgan can provide security for sensitive data accessed through the network. The system can also dynamically allocate IP addresses through dynamic host configuration protocol (DHCP), eliminating the need for manual allocation by internal MIS support.

When Morgan Interactive is ready to scale up to frame relay services for its data communication, the integrated access solution can also provide that type of access, with its built-in frame relay assembler/disassembler feature.

With integrated access, Morgan Interactive can afford high-speed Internet access and provide the convenience of a single bill for its voice and data communication services. "It's really one-stop shopping for our communication services," says Sager.

Why broadcasters need to turn into content retailers.

The convergence of media has left broadcasters asking what their brands mean once television content is available on demand

In fact, the row between Sky and Virgin feels like the last gasp of a pre-internet television mentality. Two media giants fail to agree terms for one to carry the other's channels and, as a result, Virgin's customers are left without Lost, 24 and The Simpsons.

Except, of course, they're not. Most of them will also be getting broadband access from Virgin, so they can download the latest episodes of pretty much any programme they want, certainly those for the US. It's illegal, of course, although moves are being made by some of the download sites to go legit, but that doesn't seem to be much of a deterrent.

According to David Price, head of piracy intelligence at internet intelligence company Envisional, TV piracy has exploded in the last two years, to the point where single episodes of top TV programmes are now the most pirated things on the internet. And the UK is one of the biggest downloaders of pirated US TV in the world.

What's more, according to Price, the attitude of TV downloaders is markedly different to those who download films. Downloaders of films know they're doing something wrong, but those who download TV programmes either don't think what they're doing is wrong - because they've already paid their Sky subscription - or they don't think it should be wrong, for exactly the same reason.

So while the failure of Virgin and Sky to reach a deal may from a corporate standpoint look like media giants playing hardball over market share, from a digital consumer's point of view it more resembles two bald men fighting over a comb, in Jorge Luis Borges's immortal phrase.

And this is the future that all the broadcasters have been worrying about for the past few years. The convergence of media that digital evangelists talked about back in the late 1990s is happening. TV content is now being delivered over the Web. But what this means is that, just as downloading music has meant that the basic unit has become the song rather than the album, so the basic unit of TV is becoming the programme rather than the channel.

In fact, if viewers are rejecting the schedules created for them by channels in favour of constructing their own via BitTorrent and Google Video, what does it mean to be a broadcaster?

Obviously there is some content that has to be watched live, principally sport - a fact that may help account for the astounding sums being paid for the rights to screen Premiership football. Everything else, however, can be time-shifted by the viewer. The BBC in particular has acknowledged these changing viewing habits by offering the next episode of its drama series on BBC3 or 4 straight after showing the previous one on BBC1 or 2.

But the implications for broadcasters are far greater than that. What do their brands mean when content is increasingly available on-demand? Five, for example, has virtually reinvented itself through its canny buying of US programming, but if all viewers care about is individual programmes, won't the ident for the production company behind CSI mean more than that of the channel that's showing it?

One possibility, of course, is that broadcasters become much more like retailers, selling their content for consumers to watch whenever and wherever they want. This could allow them to take advantage of the "long tail", Wired magazine editor Chris Anderson's name for a phenomenon whereby, if you can stock enough items, the aggregated value of the demand for items outside the best-seller lists becomes greater than that for the best-sellers.

But to do that, the broadcasters would have to own the rights to allow their back-catalogue to be distributed online, and that's still being resolved.

This is what makes the BBC's deal with YouTube so interesting. Channel 4 has already launched its on-demand service, 4oD, and the BBC's version - the interactive media player (iMP) - is on its way through the corporation's public value test, but all these really do is allow you to catch up (legally) on stuff you missed. Even though the deal initially looks more like a way for the BBC to promote its (broadcast) content to the YouTube audience, it also takes the corporation much closer to the world of broadcaster-as-retailer.

Of course, for the BBC it's all about access to content that's already been paid for. For the commercial channels, there are much tougher questions to be answered about how to make money from content.
